That is one of the wonders of the human psyche. People find a picture sexier if you can almost see everything than if you can see everything. It gets the imagination involved.

You've got that right. The same could be said of the "artistic" nudes, and it's definitely where revealing clothing/swimwear/underwear gets its allure.

Plus, at least from what I've seen, flirting is so much more effective when one still has a secret or two to wave under the target's nose.
