Not quite, Austria is a head-to-head competitor to the german amount, and even if there are several similarities, they don't like being called german... but then, some bavarians don't like being called that, too

In the absolute amount of consumed beer per state, germany isn't even in the top five, mainly because of its smaller size and thus smaller population. But that's OK, it's just the usual stereotype like being the main consumer of "kraut" (cabbage) or the English being the biggest tea drinkers, French only eating baguette and so on...

And granted, it's no surprise Germans love beer, cause (veeeery threatening voice...) "we DO have ze BEST beer in ze world, habe ich mich klar ausgedrückt?"
