These two characters are Narekan, from the world Nareku - a race created by myself, for a novel I am writing. Specifically, she is Paradiisan (from the country Paradiisa) and he's Robriikan (from the country Robriika).
In essence, they are vaguley feline. Narekan are naturally dull, earthy colours in skin and hair. However, if born 'Touched', like these two, they come in VERY bright colours, either both hair and skin, or one of the two.
The female lead of the novel, Anna-Lu, is white skinned and blue haired, her husband, Daryn, is greeny-gold skinned and black haired. The lead female villain is white skinned and violently-green haired.
All Narekan have lion-like tails, the brush the same colour as their hair, which are fairly pre-hensile - at least enough to whack an unruly child, or hook around a toddler who is threatening to wander off. They can also move their ears. The 'Touched' horns often come as brightly coloured as their skin and hair - in normal Narekan, the horns are simply bone coloured.
Anyway, if anyone wants to create one, ask and I'll put up a full 'how to build a Narekan!' fact sheet or something XD
