She is showing her fur markings and make-up as a street performer. If she were just working as a tourist guide, she would not have all the dark markings you see. Even on Spontoon Island, in 1931 this is would be considered a very revealing costume -- showing that bare midriff is much like wearing a thong bikini today. So this costume is not likely for a street performance, but would be for a mature-audience stage show.
