Draco can breath because Steve's ray had an atmospheric reaction, causing Draco to create his own atmoshpere around him, excreting oxygen from his scales.

Allow me to reiterate before anyone takes my comment the wrong way: People who point out realistic facts in a fantastical scenario IN ORDER TO MAKE A SCENE annoy the living hell out of me. Like, people who MUST ask of EVERY hyper artist, "How is that possible" even though the answer has been given time and time and time and time again...
