Alright, after a day of break because the pic took me longer than usually, here you go with another planeswalker.
Since he is originated from the boros legion on Ravnica (and I couldn't decide on the color x3 ) He got the hybrid mana and can be played mono red, red and white or mono white. Also thought we need a minotaur planeswalker finally haha x3
This complete pic will be placed on Theros, yet, as mentioned before, Bothar is originated on Ravnica and i tried to give him a typical boros design, with some minor adjustments that fit on theros as well.

Time to be the "No fun allowed" guy again!
First ability: This breaks the color wheel. White and red don't have permanent cards that let you generate mana every turn without conditions (yeah there are probably exceptions in sets like Planar Chaos, but generally there are "rules"). Usually green cards do that, sometimes black and (colorless) artifacts.
Also this character and his pose do not look like to be a "mana dork". That one looks like a fighter, ready to throw himself into combat and lead his soldiers to victory. No, I don't have an alternative now. ^^' Maybe this will be inspiration for you. mtgsalvation describes red-white like this:
"Red-White represents enforcement of justice, as a mixture of red's readiness to take action and white's insistence on honor.
Common mechanics: First strike, Double strike, small creatures, bonuses to attacking creatures, damage to attacking or blocking creatures"

You could think about to reduce the cost of the second ability to -1. But that depends on how your card will turn in the end.

+4/+4 for all your creatures for 4 mana is too strong. You have to compare this to sorceries which do the same (because you can use this walker the same way). For 4 mana the best you can get is usually something like this: http://magiccards.info/frf/en/158.html (okay, it is instant, but usually the sorcery alternatives just pump +2/+1 for one mana less).
+4/+4 for two creatures already costs 5 mana on this card: http://magiccards.info/bng/en/126.html
I would suggest an ability that is similar to War Flare at a stable cost (smaller pump, more aggressive one (because pumping toughness is more greenish) + giving an ability or something), not too high so you can use it more often and early.

I did infact thought about the second ability and until the end I wasn't sure what would be best. I think I will reduce it in the end to -1.
For the first ability, we have chandra, http://magiccards.info/kld/de/110.html who is red and also produces constantly mana or koth http://magiccards.info/ddi/en/44.html (okay, his is based on mountains, but still) There is in fact no white planeswalker that makes you mana, yes, but still creatures, like http://magiccards.info/ala/de/29.html and also multicolored ones like http://magiccards.info/cfx/de/114.html
and for the last one, idk, maybe I will change it, although i didn't found something that's worth an ultimate and new. At first I thought of a cheap emblem that grants a small boost to creatures, but that stupid gideon http://magiccards.info/bfz/en/29.html already got that... And we had such similar emblems already with Elspeth and even if I like her, idk if I want to do something like this again, get's boring. Still, I think you are right, although you do compare it to a common and an uncommon, while a Planeswalker is a mythic and should be stronger than that actually... okay wizards usually screws that up, but still. MAybe something like 'Bothar deals X damage, divided to X target creatures. Those creatures can't block this turn.'

Rarities are not stricly defined by power level, but often by "how often may this card appear in limited formats?" A planeswalker should not be in every Sealed deck, because they are easily game winning in limited. It's not like that a card sould do more or better because it is more rare, at least not in the same set (well, usually... http://magiccards.info/kld/en/233.html < http://magiccards.info/kld/en/235.html).
I actually would have suggested such an emblem too, if Gideon wouldn't exist. :D

well, I think the damage ability in combination with the 'can't block this turn' is still suited for a final since you can do a lot of damage in combination with the battle cry tokens, especially since I want to make that ability cheaper. And the damage abilties that are a + are usually crappy. Doing one damage to a player or creature isn't really what I play a planeswalker for...
