Here's Agent Kallus from TV's " Star Wars Rebels ". When the show began, I never thought I could like Mr. Kallus, but, if you're a fan of the show, you may understand why I no longer place him in the douche baggage category. He's become a very satisfying character in the Star Wars 'Verse. Makes me wonder if he has a first name. Maybe it's Roger or ... * dramatic pause * ... Luke. :D

I confess I never thought I'd like him, either. But he really grew as a character as the series progressed, going from an asshole who petulantly kicks a Stormtrooper to his death, to being, well, let's just, avoiding spoilers, he isn't the same man he was in the first episode anymore.
He still doesn't deserve this Heel-Face Turn, it should have belonged to Maketh Tua: she barely did anything inherently evil while working for the Empire as the minister overseeing Lothal in the perpetually permanent abscence of its own Governor: Arhinda Pryce (I forgot her first name, sue me if I spelled it wrong), only thing that she did that was possibly bad was going to pick up a shipment of Distruptors for the Empire; though you could argue that she was only told to retrieve them and possibly thought that since the Distruptors were made illegal by the Imperial Senate, were being confiscated to be destroyed in order to prevent mass-production circulating the illegal firearms (which unfortunately ends up happening, though it was the Empire itself that was mass-producing them instead of a 3rd party).
Plus there is the whole thing that Kallus basically KILLED OFF Maketh Tua: the only likable good Imperial character in the show, and had started Character Development completely offscreen after ONE episode akin to "Darmok and Jhalaad at Tenagra" with Zeb, and that by the time of his next major appearance he has become the newest Fulcrum for the Rebellion.
Yeah, go home writers: you clearly have no idea on how Character Development works, you just have a beginning and an end to it, but it is the middle that really sells off the whole thing as believable. This level of so-called development for Kallus is mismatched and extremely sloppy, even Grommash Hellscreams' portrayal in Warlords of Draenor had more credibility to it: partially because Grom Hellscream is a self-made five star badass that was already developed and established both in the games and the books for the WarCraft series, meanwhile Kallus has neither a tie-in game (no thanks to how poorly Electronic Arts is mishandling the Star Wars IP) or even books and comics (those are indeed out there, but aren't easily accessible to those wanting more from Rebels easily)
