He's what you would call "unhinged". ^^; Let's just say, in a Magic the Gathering Tourny, he'd be banned. (lol esoteric)
His SEALed was considered to be very weak in the field of battle, as it can only control gaseous Dihydrogen Monoxide molecules within a 10m radius of the hole in the back of his neck, though once under control, their state is his to control (i.e. he can change it from gas to solid to water back to solid, etc.). When he unbuckles his collar and opens the hole, he has to be holding the collar in order to maintain control, as the spike is also an antenna that can work on the low voltage of a synapse firing (about .07 volts). There is a high risk of him fumbling the collar because of the second part of his SEALed's power: It deflates him. All his involuntary actions still happen, but he cannot move his body voluntarily, save his eyes and the ability to talk and breathe (it's magic, so I can bend physics and biology a bit if I WANT >:T). Think of it working like a bubble forming INSIDE his body instantly from the hole once he releases it. Because of his instability, he was able to create a unique way of using the power...he can form a body out of the shape, though...it looks quite...odd (that's saying something in the anthro world)(I'll doodle it later). He's also come up with creative ways to make it grow in size and strength when fighting, as well.
Telltale characteristics of his SEALed (dern it, I thought this sh!t OUT) being released from his body are that a fog slowly appears (within the 10m radius, of course), there's a sudden change in the temperature to about 50º (added this so that it's visible, even in deserts, inside a star or in absolute zero temps, the area will shift to about 50º) and the person starts "sweating". It's actually perspiration from the water in the air, not them, as it clings on walls and other surfaces as well. The two key ones, however, are the obvious one where he starts deflating (though, as long as there's enough "fog" in his body, he can move around, albeit being moved like a puppet, as IMMEDIATELY, he loses all those voluntary functions we all take for granted) and that there's a hiss from the escaping air.
