Well, Toei didn't even explain it themselves! They were supposed to reveal who Narutaki was in one of the movies, but it never happened.
They never even explained how Daiki Kaito/Kamen Rider Diend was able to world hop without the driver either. So there's a lot of huge plot holes. <.<
