Actually, CC was before Scooby Doo. Both were designed by Iwao Takamoto, so there probably are some similarities.

Chances are he probably based them both off of Grace Slick, a la Jefferson Airplane 1967:

Excellent art, op80918. Kitty Jo is uber cute and sexy retro 60's kitty. Before Cleo, Kitty Jo was a fav of mine. Awesome pose, colors and expression.
