Full colour in general is more just across the board term for sequences to make it easier.
So the full price is meant to mean shaded, regardless of cell shading or watercolour brush. Can be a mix of both or one or the other if preferred.
Flats would generally incur a small discount overall, but since it still might take awhile to colour them in on complex characters it would just be something like a $5 discount per bust/pose I guess depending on the situation.
