This was a contest a while ago at www.seventhsanctum.com that was hosting a Deity Contest, where you designed a Deity based off one of the generators from the site. The result for this pic was:

This ruthless goddess of portals takes the form of a mature woman with the head of an owl. She has a busty build. Her outfit is that of a fighter, incorporates wave-like designs, and it is mostly ebony in color. She carries a magnifying glass.

The original sketch (which I coudn't use since the scanner was busted at the time) had a far more elaborate magnifying glass/staff, but apparently people like the one in this pic, so it's no huge loss, I guess.
