Fluffy Penburg's attire is actually resized. She uses her magic to reduce her body weight with magic to her original "Non-Fat" weight and buys clothes that fit that form, as she resizes herself, anything she wears grows with her waistline. Although it isn't perfect as they seem to lag behind some, making it appear tighter on her body even though its snug fit. The only thing she doesn't resize is her "collar" and pendant. The collar is actually Alt PD's last fitting belt they "grew out of" that Fluffy decided to convert into a collar. The leather is incredibly elastic somehow, probably something PD used.
This outfit has her loose shorts under her denim skirt. stockings and strapless tops tend to be a fave for her, perhaps to allow her arms more freedom as baggy shouldered shirts were limiting. However, when no visitors to her house are present, she prefers being nude than wearing clothes 24/7.
