Requiyen has never faced consequences mainly because his parents basically buy him out, pay off whoever they need to in order to make it disappear. They don't condone his behavior, they find it abhorrent and shameful, but they do a pretty shit-tastic job of trying to do anything more than cover it up out of fear that it could affect their affluent social position.
Requiyen has always been a weird kid, he had weird interests, was known to borrow his sister's clothes, etc.; and was of course picked on for it all. He eventually had enough and snapped, resulting in the death of one of his bullies. It was more or less an accident, considering he had no idea he was capable of ripping the life out of someone, which is why his parent's were so quick to feel it was best 'swept under the rug'. Though when he starts doing it on purpose, they basically panic and think "well, it worked for the first one!"

This is supposed to be just after that first incident, his parents are arguing about what to do/what might happen. Ichibay, being the only somewhat mature one, is the only one actually concerned about Requiyen. Ferri is just thinking "Ew, he got blood on my coat!"
