Updated plans for invasion of the Neo-European Empire, Territory 3, City 164, for the day of June 6th, 2144.

Due to the amount of radiation on the English Channel, the empire will not suspect an invasion from such a location. Any remaining anti-radiation drugs will be distributed to all troops. The landing force will likely arrive around 0600, under the cover of heavy fog.

The electro-magnetic thunderstorm our spies attempted to set off was a stunning success, which should help cover our units entry since the entire city is on lockdown as a result. The 9th tank division will surround the city's outskirts whilst mechs and infantry are sent into the city itself. They'll be accompanied by jetpack units to gain further control of the non-updated buildings that may remain. As for the top of the city, the 3rd division of vtols, many of which will be equipped with the new air-vehicle mounted lasers, enter the upper tiers of the city. They will then drop special forces and cybernetic units into the highest parts of the city. Their fission-ballistic weapons will likely be able to support our units that may be several thousand feet below, while the vtol lasers can engage heavy targets and tear down fortified buildings.

Civilians will likely be inside due to the storm, so some minor precaution should be taken. Due to the previous outbreak of engineered viruses spread from the enemy population, all who surrender must be destroyed as to prevent any further outbreak.

By this time the infiltration of cities 162, 154, and 269 will likely be underway. Any remaining forces will be set to guard from counter attacks. Anti-ICBM vehicles will be set up to prevent from destruction of our obtained territory. All special and advanced forces shall be sent to assist in further invasion if assistance is needed.

To Command of 3rd Regiment
Take extra precaution around any cyborg units you have under your command. Lately, their 'overuse' in recent activity, and perhaps strain from the natural body not being able to keep up with their artificial parts, could possibly be the reason for the latest instability and physical and psychological breakdowns. Personally, I'd advise not keeping them awake for more than 90 days at at time, and to supply closer to the recommended nutrient amounts. Also, if the rumors are true of mental override for combat purposes, that violates code 56, subsection 1 of the 'rights to self clause', which could lead to political backlash. Furthermore, if one does finally snap, hitting them right with a few EMP grenades might do the trick, but you'd still have a bloodbath on your hands.
