In Ovid’s metamorphoses, Glaucus is a fisherman, who upon seeing his day’s catch eat some strange grass leap out of his net and back into the sea, decides to eats some of the strange herb himself. Immediately after tasting it he flings himself into the water.
Seeing his sudden love for the water, the titans Oceanus and Tethys transform him into a merman-like god of the water.

I thought it was Poseidon and Amphitrite that made the grass and granted the ability for the humans transformed to become lesser gods/mer-people. Guess you learn something new every day. *updates canon in head*
