Laura works with teleportation technology in her day to day life. When it comes to working with cities, she takes them from places and sets them down again in places similar to where they were taken from. The problems arise when you have, say, a city that has a river running through it. A sterile lab doesn't really have space for a river, but some damp toe webbing? Yeah, that'll do. Which is why Laura now currently has a bustling metropolis nestled on the webbing between some of her toes. Now, it depends on your perspective as to whether or not this is a good thing or not.
