Well, "completely different levels" is mostly used here in a matter of sophistication. If someone's on a higher level than you, it means they're more adept at something. Saying people are on "two completely different levels" means that the difference between them is beyond comparison (as a toddler would be versus a Basketball pro). That's the version I'm used to hearing.
