I used some cheap Polymer clay as it is my first big sculpt so it was more for practice and learning, but If I had a choice I would probably use Super Sculpey since that one I can cook and let it harden for later painting.
I have seen some head making tutorials for fur-suits and seems like the process isn't much different of the one I used to make the inner skeleton of my sculpt, just with different softer materials (I used stereo foam).

Resin might be more like sculpting but foam you also gotta sculpt a bit just with scissors and glue. And I was suggesting to give you tutorials and tips. XD
For example you gotta have in mind the anatomy of the face and its muscles, even if its toony and stylized. With the foam you can shape it with a cutter and scissors, if it need more you just add more foam and glue it then shape it down with the scissors.
I have barely have an idea of how to make a furhead, tho I do have a friend who makes fursuits that I might be able ask about pointers and whatnot.
I would do my own fur-suit if I had the money space and time to make one. XD

Materials aren't generally too expensive for one partial; it's the practice that drains your wallet. I definitely learned a lot from making that first head. I just have to stay determined so I can improve. Sewing comes more naturally to me than shaping. Sorry to hear that time, space, AND money are all against you.
