I might unknowingly! When it came to yes or no answers, most of the people that know me. Said I've been known to give out "politician like" answers! The way things happen now of days, no promise or yes/no answers can be made. You always get a nuetral answer from me. I can rattle like one!
I can't help but feel that the comic is missing a punchline, that it builds to a pay-off without reaching it. A fourth panel, with George responding or reacting to Russell, might fill the void.
And I wonder if you feel this way, too... because you felt the need to say, "The moral is," when the comic should have done that for you -- and with laughter.

no. The punchline was Russell's comeback to George saying he doesn't do politics.

George complains that it's not fair
but Russell is saying that George can not argue about what is fair because that would be politics and George does not do politics
I can't honestly understand how so many people did not get it, maybe it's just British humour I don't know :1

British humour has long travelled across the world very well; it's one of the greatest exports of your nation. (And I say that with genuine affection and respect!)
But in this particular case, I suspect that people understood the point, but found it much less funny than a punchline would have been expected to be. It states the obvious... but an obvious statement is rarely as funny as one that surprises.
