The little guy here is a 35-ton hovercraft designed to transport up to 12 tons of cargo at a top speed of 130 kph. Since it is powered by a gas turbine rather than a fusion reactor, is box-shaped, and uses standard armor, it is extremely cheap and easy to maintain even by peripheral states, which are what the Whirlwind was designed for: to drain cash from a market where few questions are asked, but where you only get cash through quantity (if you can provide quality as well, you win by default).
