Is there fresh water in her bowl? Maybe it's because they prefer tap water rather than human water. I know, it's weird XD but we did a switch with our cat's water and they've been drinking it since then.

Oh, that IS a filter thingie up there. Sorry. I've also heard that running water is also certain pets' preference, so maybe getting a water fountain bowl would also help if the first one doesn't go.
