Dude! I got a kelpie in one of my how to draw manga books. Ones about horror and the occult! ^__^
Says here that the kelpie looks like a horse whinnying "Help! Help! ;_;" but don't be fooled because this monster is just luring you to pull you into the water and make you drown.

Reminds me of the pond-monster from the "Jim Henson's The Storyteller" episode, "Fearnot." Only instead of a horse, it was this weird fish-man with three beautiful daughters who floated in the pond, luring folk to their drowning.
???: "Do you know who I am?"
Fearnot: "I don't think so... you're not a wurdle... some sort of Terrible Thing?"
Terrible Thing: "Exactly... these are my pretties. They tempt young men like you... and I drown them."
Of course, Fearnot conquers the Terrible Thing by playing for it on his fiddle, then hoodwinking him into searching for his "bird's" song in Ireland.
