PFfffs.. Dummies... They're guarding the wrong legendary species!!
Fun fact to know however... The three of them originated from the tower that Lugia supposedly resided on!

This seems a little off as the beasts are the Pokemon that are under Ho-Oh's command and Lugia is to make sure the bird trio doesn't go destroy the world. Second Pokemon Movie reference and info from gen 2, their remakes, and the three gen 2 seasons of the anime.
