The blue is the color of CI, but they do have a variety of different actual outfits.

The MF-S Device (or M/S-F depends on what I called it before) is a Forerunner machine constructed just before the Forerunner-Flood war. Designed for infiltration, the wrist mounted device is capable of altering the user's Species, Gender, or Age. As well as being able to house an AI/Ancilla, take bio-signs of nearby entities without notice, or any number of things... It was 'rediscovered' by Naki Cimutee in 2551 and used to turn a SII into a Sangheili, to which why Ryau is the current wearer of the Device. (I should probably upload my fanfic here...)
