In-game, Elanos Haliat is a human. But given his name, his voice, the fact that Haliat Armory is a turian company, and the lore behind him, I see him as most likely to be turian. I still based him off of his human model – making him old and using colours from the image. And of course, his signature visor.

This was an attempt at a lineless painting.

In fact, according to the trivia on the wiki: "Though intended to be a turian, Elanos Haliat was accidentally given a human model in the game itself. His actual species is only hinted at by his "turian-esque" name, the distinctive turian sound processing applied to his dialogue, and his referring to humanity as "Shepard's kind"."
