First, draw your page on a ( DIN A3 / Ledger size ) paper, then copy it down to the size of a ( DIN A4 / Letter Size ) and volà...

You have a comic page with high details on a small page ^^

I actually meant: so that you can color it in Photoshop.

Okay. I guess I know what I have to do... post pages at their original size! :))

Yeah, try shrinking it down in smaller increments using photoshop and the "bicubic sharper" option. shrink it down bit by bit and it should come out smoother.

Scan at a high quality (600+ dpi) and shrink the image. Then, play with the Levels to get a bit more definition. Don't run filters on it though. Filters suck.
