I've Made a Backstory for that Character in the picture.
His name is Bert Wolfford and he is a Photographer who owns a Photo Studio in Nevada USA.
Because he didn't get much customers he decided to make his Studio Superhero theme and have a small Comicbook store there aswell. To enhance the Superhero theme he buys a Watch Dog Costume and Wears it when he takes Photographs.
