So sometimes when her creators had made a major upgrade or hadn't tested the survivability in a while, they would make a few of them and then drop them in a spot that was far away from people, to see how long they would last and if they could find a way to survive on their own. This one was unlucky and put in a desert, and Iolite's unlucky and got old recorded memories from him when she was made!
Also this shows the storage part of the little pod they were dropped in from space, version 2 of the engine on him (Iolite's version 4), and BOY PROTOTYPE :3

Their experiments were just testing out a new hardware version, so it was normal to them, and the memories aren't supposed to be included! Each one was a totally new person, but Iolite's broken and got a lot of info she wasn't supposed to get

Ocean: yes, but mostly close to islands to see if they could make it + survive alone
Chernobyl: Considering it was build almost 500 years after they dropped their last one, probably not, and radiation from objects wasn't really a problem back then, so they're not super resistant to it other than their bodies handling cell damage a little better!

She's actually supposed to have no memories from previous versions, and they instead teach them subconsciously before putting them on Earth, but the computers/machines were pretty broken when they made her and she got random memories instead of the Earth introduction she was supposed to get.
And yeah the slime is mostly to stop them from just slamming into the bottom of the pod when they land, and to dissipate some heat when they're going through the atmosphere, then the middle of the pod buckles and cracks a little like that when it lands to let it drain out and give them a light source to go towards
