In this deleted after credits scene (from you know what*) Chief Bogo successfully demonstrates one of Zootopia's new crime deterrent policies on some perps. Also looks like the large meal helped alleviate his perpetual grumpiness. Maybe he was just hangry all the time...

That's totally up to the viewer, although he's one of the larger characters in the movie, so it could be a very wide range of characters/species stuffed in there....
