It's kind of strange that they both think that they're costumes when in the previous pages our "Nick" firmly believes he's a zootopian. I'm guessing they believe they're an actual anthro fox and rabbit but don't think they're really "Nick" or "Judy." Hence why the two believe the other is wearing a costume because they're NOT Nick and Judy, just a random fox and rabbit cosplaying as them. Which is an interesting twist on the whole "turning into a character with their mindset thing."
