Officer Numou performing the very IMPortant task of making sure the citizens are wearing garments that abide by local regulations.
"What regulations?" You may ask. Well, don't worry about that. This officer is most definitely a real cop and the fact that he's not wearing any pants is just a part of this division's uniform. Yeah... something like that.
This particular citizen does not look too happy with what he's been asked to do. I doubt he'll be any happier once he's told his pants are going to be confiscated as part of an... ongoing investigation. Gotta make sure everyone is safe and such! Good thing he passed inspection. :B
