Ahh thank you so much! Not everyone has the same approach, but I find it easier to paint from dark to light. I gently work my way up in brightness as I go, starting with very soft broad strokes and eventually sharp, crisp ones. Pay attention to the direction of the fur as well as the overall lighting in your image. Try to observe fur from life to get an idea of how it flows, and closely observe the work of artists you admire to see how they did it as well. I'm still learning as I go, but I've got a pretty simple formula down that seems to be working for now. Thanks again, and good luck!

Between the two programs, I would recommend Sai for digital art and painting. Photoshop is an extremely powerful tool, but also generally overkill for beginner artists (plus for inking, Photoshop doesn't hold a candle to Sai). Sai is great especially when starting out, because it natively supports color blending (which Photoshop does not). In Sai, you can blend paints together like you'd expect from more traditional mediums. Photoshop requires a bit of knowledge in the opacity painting technique, which from my experience, turns out to be more time-consuming with less desirable results. This isn't always the case of course, but it can be especially difficult for artists starting out to grow accustomed to this less-intuitive approach to digital painting.
Of course beyond both of them I would personally recommend Clip Studio Paint, which is what I use mostly for digital painting nowadays. It's very similar to Sai, but with many more advanced options and features.
At the end of the day it is certainly more about the artist than the tools, as experience itself will be the most important factor in dictating the quality of output. However, certain features present in programs can definitely make the journey easier along the way.
