Here's some closeup details of the SPAS-12.
First picture shows the button. When pressed, it lifts the pin to allow the slide to be moved to the "Manual" or "Auto" loading positions, shown in the second picture. When the slide is moved forwards, it rotates the pin on a ring around the barrel to turn on the gas system, and locks the forend forwards on a fixed-position block. From here, function is nearly identical to any other gas operated shotgun.
To return it to manual mode, the button is simply depressed and the slide moved rearwards to the "Manual" position, where it shuts the gas system off, and locks the slide to the gas piston, enabling the user to pretty much pump the shotgun using the gas piston.

I think the majority of law enforcement SPAS-12s went to Ireland, France, Taiwan, Thailand, but some no doubt made their way to law enforcement in the U.S. The Benelli M3 would have suited the role of a pump/auto shotgun better, in many instances, and I screwed up by not getting one of the pre-ban HK/Benelli M3Ts when they were only $800.
Nope. Almost all federal gun laws have only made purchase of new banned weapons illegal. Doing otherwise would sort of violate the fourth amendment. Banning possession of something after someone has bought it can be pretty dangerous. Imagine in the next stimulus bill banned the possession of money by anyone except the government!
Yep, uses a piston around the magazine tube, quite like an 1100/11-87, Mossberg 930, or a Winchester SX2, or most other gas guns for that matter. You might be thinking of the Benelli shotguns, the M1S90 used a locked breech rotating bolt blowback type system, it was lightweight, durable, simple, and transmitted quite a bit of force to the shooter.
