To answer your actual question: breasts happen on a per-picture basis, exclusively at my discretion. The default is flat-chested, which is why she's drawn that way in the ref sheet. :>

Alright. I just wanted to ask for your opinion about spontanious art of your dragoness. since I'm sure you can tell I draw mostly pin up stuff. So rarely do they get more explicit than showing off curves and such. for example, a dragoness of my own ( http://www.furaffinity.net/view/23927660/ NSFW) just to say, it is a nude image of my dragoness. so caution to those clicking on it.
