You know, I have heard people talking about that, but have never seen it in any of my toys. Although, to be honest, I pretty much avoid taking even soap and water to them for fear or washing out the elastomers. I have wiped them down with a moist cloth, though, and they have gotten rained upon.
That being said; On one hand I have my Goodra. I consider her the golden standard. It was my first order from them. I've had her for over a year and a half, and only recently has one arm just started a slow leak. Her paint is showing no signs of wearing off at all. On the flip side, I have a Rainbow dash whose tail is shedding paint like a tree sheds leaves in the fall. (Look for pictures in August, she's coming out for the garage sale!)
I also have toys from Merek, Puffypaws, Aaron, and IW. None of them have had paint issues. (Outside of random scuffs and scratches from transport and such.)
As far as plastic goes, thickness is between IW and Puffypaws. they do do true lapped seams that are holding up well. A step up from IW, which is pretty much pooltoy quality, but IW's prices are a lot less than the others as well.
I think the biggest asdantage to Hongyi is that they are an actual manufacturer. I tried a request to PP to have a design change on one model, but that went nowhere. (Which I can understand, they were doing a mass production run) The stuff you get from Hongyi is made on demand, and I do believe they are still refining their techniques. They actually have a plant tour on their youtube channel. I'm actually amazed at how much manual labor goes into making one of their toys. The printing is done on a giant printer, I'm not sure if a machine cuts the parts out, but it looks like the sewing / welding is all done by hand! https://www.youtube.com/watch?v=uccdAX51DYg
