The process involved in creating this effect is actually pretty complex in execution if not theory. It requires a lot of node setups in the material-- two math nodes from a Noise node to produce the black and white horizontal lines (plus a vector mapping node to remove the X coordinate, rendering the noise one-dimensional), plus yet more noise nodes to add a subtle scrambling to the output; otherwise, they would have been perfectly straight, which was less than pleasing.
The noise in the back is simply two Noise nodes, one serving as the vector of the other, at a very high scale. The green text is just an object with an Emission material. The curving and chromatic aberrations are produced by two Lens Distortion nodes with different settings in the main compositor.
I'm considering a creepypasta-themed video at some point, but that one's still in the planning stages.

Thanks. I am pleased with it, while keeping in mind how much more it can be improved.
Another note: the animation is only fifteen frames long. The loop point is remarkably difficult to spot thanks to the extreme variation in each frame, but it does loop approximately twice a second.
