It reminds me of a FFXIV dragon

I love all the differently colored circles and noticeable brushstrokes in this...Maybe this is weird to say, but it kind of reminds me of how spilled oil gets those little rainbows in it or something, especially near the neck area where it's meant to be gray, but it's not just gray and has all sorts of other muted colors mixed in. How did you achieve such a cool looking effect??

Yay, somewone notice that ! At first it's a regular round brush but without any pressure sencitivity, like drowing with a mouse. It looks like you are painting with no color mixing, just poking around the right shades, a bit like pixel art (or impressionism haha). And secondly - colored circles - it is only in photoshop. You need to go to the brash settings and turn the "color dynamics" on(and play around with hue/purity/brightness adjustments).
