TYPING IN ALLCAPS ISN'T TRITE AT ALL.
In the backstory of the Eldritchverse, the world of Equus was colonized eons ago by an alien race that lived throughout the cosmos. They were a cruel, uncaring sort, far too elevated above the ken of terrestrial beings, and they were never ones to show compassion for the previous inhabitants of the worlds they came to. When the first of their kind came to Equus to survey it for the colonization, however, it was met by a colorful equine race who demonstrated profound levels of kindness, undaunted by its terrifying appearance. This lone alien came to feel compassion for the first time, but it was too late to stop the invasion from happening, and so instead of destroying the native inhabitants it dissolved them into their base essence and took them into itself, promising to give them new life in the future. Time passed, and the colonists twisted the planet in their own image, creating a great capital of monolithic proportions at the top of the world, surrounded by tall mountains, an impregnable fortress, but as the millennia wore on eventually they withered away, retreating into themselves in to seek greater enlightenment. While the rest were indisposed, the first of them left the city and returned to the open plains of Equus, releasing the long pent-up energy that restored the world to its former verdure. Ponies were free to once more live in peace in the land that would some day be called Equestria, while their protector went dormant, its body transforming into a great crystalline tree. When eldritch powers resurfaced, however, it would be forced to become active again, emerging in a form more familiar to the ponies it had become so fond of.

I'm aware that there's a commonly accepted fan design for the ponified Tree of Harmony that looks pretty good, but I didn't want to crib off of that.
I tried my best to make a not-crappy background.

She is meant to be gentle and welcoming, yes. Few ponies are able to interact with her though because not very many are aware of the Tree of Harmony, let alone willing to go into the Everfree Forest to see it (and the forest is probably extra spoopy in the Eldritchverse or some nonsense), and her nature as the upholder of balance in Equestria means that she can't exactly go out and about to see others.
