
Allow me to introduce Arash Kor, a character that lives in the city of Sirath, the same city where my other character Shadi lives (no they are not related despite the similar fur color). The slums of Sirath are a place where no respectable member of society would ever set foot, and not even the city guards dare to step in those dark alleys. As long as the inhabitants of this underworld don't bother the citizens outside, the guards leave them alone (especially if they can earn a part of the profits).
The slums are divided in 4 sectors, each controlled by a gang leader, usually called "King of Beggars", and Arash is one of them. In his territory only members of his own species are welcomed, as he despises all other races.
Arash has total control over all kinds of business in his "kingdom", from shops, to drugs and alcohol market, to prostitution and slaves trade. No one can have a business without giving him "protection money", nor they can go around stealing without his permission.
Shadi lives in his territory, and she never joined Arash' gang in order to keep her gender secret. Despite knowing about her activity, Arash so far tolerated her.

Ooh, a muzzleloader pistol! Cool. But the lock mechanism looks somewhat confusing.... Is that a snaphaunce or a snap matchlock? Curious. And I think you could give him a nice powder horn, though it could simply be hidden behind his back.
His gang seems to be either quite lenient or disciplined; although I know little about gang cultures, I would expect that petty thieves would usually be either pressed into the gang or beaten by the lower echelons even without particular order from above.

It's indeed a wheel lock, not sure I got the mechanism right as I don't have much knowledge about firearms ^^
Petty thieves get indeed beaten, or they join officially to Arash' gang and in that case they can steal only where he tells them to, usually other territories of the city. His people respect him a lot, though, he's not just a gang leader, he's also a warrior and a hero to his people's eyes!
