A classic case of _too many disparate lines_. This makes the image a compositional trainwreck; there's many lines of different forms gesturing in many different conflicting directions, making the image a maze for the eyes. This is usually caused by compositional myopia; an artist will focus mostly on specifics throughout the work, and add detail until it "feels finished," rather than starting with composition and basic form and letting everything else flow from that.
