The T-38BR 'Jinx' Reconnaissance Starfighter was one of the first Reconnaissance craft built solely by Incom, the T-38BR was practically a standard T-38 but it featured a reconnaissance sensor suite attached to the nose of the Starfighter and unlike the previous T-30 series starfighters it had a pair of light laser cannons for offence/defense against enemy craft. After the Clone Wars the sensor suite were returned to Incom to be improved upon and the T-38BR's were converted back into T-38 'Jinx' Starfighters, the sensor suite would be heavily refined over the years afterwards.

I don't think so, if you had system designed to pick up astromechs on approiach maybe but that would be a little to specific and could be troublesome if the fighters on approach did not have an astromech like the Z-95 Headhunter or the V-19 Torrent. If anything they could detect the starfighter itself more than the R series astromech by itself.
Then again, if the Republic had been able to develop a stealth ship, whose to say they hadn't come up with a stealth versions of the R-Series astromechs?
