The Horns are rose quartz (or pink crystal), and glow any time she invokes her magic and only when she invokes her magic. Her wings are summoned by magic and only exist when summoned. So if she has wings, both them and her horn must be glowing. The wings aren't strong enough to let her fly like normal wings. Mostly used to slow decent, boost a leap or jump, or to increase/decrease her speed.
The tuft of hair on her head is simply to show that she does have hair and what color it is. The length and design is up to the artist inspiration. It can be as long as Rapunzel or short like a pixie cut and any length or style that is desired. I chose a small length so that the eyebrows can be visible.
Eyes and mouth are normal. The solid blue is 1. to make it easier to find the eye color and 2. because that's how the line-art provided was drawn. The color of the inside of her mouth is whatever is normally used. I just picked colors that looked about right to me.
For the marks on her hand/feet, they only cover the fingers/toes and her palms/soles. The top of her feet/hands are black like her main color. If any color is used in the black to make it easier to shade, or if you want to show a bright glint then nearly black purple. (Kind of how crows look black, but if the light hits right you might see some blue/green?)
If you desire to add an artistic flare to her while drawing her, then you are welcome to (ie: a more feminine style to her horns, position of ears/tail/wings, eye shape, etc.) as long as the end result is recognizable as this character.
Any clothes you put her in is again up to artist's inspiration. Whatever you feel will be both appropriate for the setting she is in, and complimentary on her. (Please, do not draw her explicitly.)
I think that information will help you draw her in any pose/situation more accurately. I feel like I'm being a nit-picky demanding diva putting all the information here, but I have to remind myself that it will help anyone drawing her.
The reason I redesigned her, is because one day while in a stream I won a raffle for her in her old design. The artist helped me realize how hard the old one was for people to recreate. So I simplified her a little to make it easier for future interactions. If I'm unclear on something, haven't covered the particular situation you find yourself in, or just have any questions in general I'll be happy to answer.
