Paper is good as well, it has it advantages over tablet. My advise: just keep drawing as much as you can on paper and once you feel confident enough jump to a tablet. Begin with a Wacom Baboo tablet as first choice. There are many software programs, I use Photoshop CS but just because it was the first I learned. Go ahead and try other programs as well such as Corel Painter, SAI or Paint.net Just find a program you feel good with and learn it well. There are plenty of books about them.
