Ah so figure I do this for myself and others who are curious as to how I come up or where I pull from my character designs. It also shows what I hope to achieve with my ideas by being able to recapture the spirit of other creations.
I had to struggle to find some extra inspiration to Ray because there aren't many anarchist villains that are painted in a true evil light. V is the closest to Ray's style, as they both commit as much horrible crime as possible to the people who deserve it most, to cast shame on society. The propaganda media, jail wardens, and anybody or thing that can bring him closer to the stratocratic leader, the General Jargon.
His alies are people weakened by disease and poverty, so he does most of the dirty work by himself. There are two other mutant leaders who he competes with and their philosophies cause more damage to the mutated citizens then it does to help them. He feels like the only one with some since of humanity, the smartest one out of an army of manufactured monsters (Brain). Ray wants revenge on his enemies and allow freedom of thought to return to everyone.
Ray's visual aesthetic comes from many different sources. The long hair and black mustache isn't used on modern characters all the much , so I knew the look would be fresh. His mustache goes up into muttonchops to hide that he doesn't have ears where they should be, and leave the question of what his horns are vague. The horns are inspired by TAS batman, but it is a result of not being happy with traditional bat ears and wanting stark black contrast. Compare his look to that of Nag from Riki Tiki Tavi and Nightmare from Little Nemo, you should be afraid of the shadow he casts.
I went for a Manta Ray over a Bat because he rises out of a river of ooze when we 1st see him, and it's a form that might be able to explain how he can fly. Mantas are not used that much as there are only two I can think of (Evil Manta from Little Mermaid and Black Manta from Aquaman). His powers come from a radiation source in his heart, that give him flaming strength, mind control over mutants and zombies, and his flight. He's rather disgusted about himself, as he oozes nuclear oil to help generate his flame power. I used Shin Godzilla to show that he has great strength, but it's a shameful embarrassment to be what he is, and restricts how often he uses his powers to get what he wants.
His clothes are not that consistent, but the high pomp attire of Vlad (Eastern European) and Castelvainia's characters are what he desires to achieve. He'll wear very long flowing garbs, but he can also chill in a shirt and pants if that's what is available. He casts a menacing look to his opposition, but he can't be friends with Wallop without showing a lighter side of himself. Captain Hook, Frank Zappa, Brain and V demonstrate how lighthearted he can be regardless of his stern demeanor. The moments where he can relax and turn off his brain are a blessing, and sometimes Wallop can help distract him from his troubling thoughts. Over time he figures out why he allows Wallop to fallow him, but their relationship is not the healthiest. He does not want to be Wallop's master, but that spider won't leave...there must be a reason we'll find out later.
