I was wondering with your TOS, if art is made/commissioned for the character but later I decide to sell it, would I still have to sell it for what I boughg it for or could I take into consideration the art and sell for what I got it for + more for art?

Unfortunately, I don't think I can allow that. Artwork created by other artists is a separate entity from the work I personally put into creating the concept, therefore, it's value lays in the artwork itself instead of adding to the value of the design and shouldn't affect the price of the original concept.
