Fishing is great, relaxing fun, and is a great way to ensure you have some tasty treats and foods for whenever you are hungry. Atlas simply decided to...improve on the hobby a bit. Why fish for tiny fishies when instead you can fish for big ships packed with squirmy, juicy tinies inside of a city's harbor?
