The Theocracy is a power hungry government that wants people to believe in them to let them do what they think it's best for the world and everyone in it. Often at times, they will lie in an act of greed and other ill intentions. The theocracy rules through the illusion that they have the greatest magic in the world. Which is the case of this chapter.
Well, the best case is that they're genuinely trying to resurrect people using a technique that worked once, they don't really know why it's not working, but keep trying it in the hopes they'll get a winner one of these days.
The worst case is that the whole thing is fraudulent, but a really nice little earner for the Church.

The best (and I think most likely) guess i've seen thus far is that the priests or those conducting the magic have to have an actual spiritual connection to the Divine Mother in order for the soul to be sent back. And such a connection is...not a common thing, I would expect. Maybe it was more common in the past.
Currently, the only person we know who does have such a connection is Jax, so perhaps he could perform the ceremony successfully.

That's my read - We have a Small Gods syndrome at work (Ala Terry Pratchett). People worshiped the gods, the gods gave miracles (resurrection), people built churches to worship in, came to believed in the edifice and stopped connecting to the deity the edifice surrounded. Ergo, she's down to one worshiper, and none of the priests can do the miracles any more, because they can't channel the divinity, since they are hooked into a pile of stone, not the goddess.
