You ever just make a new character even though you already have more than you should? I do. Anyways, meet Cindy! The Blue Braxien Witch! For her, she lives in a world filled with Pokemon, anthro and feral alike. Humans to! And lucky for her, she loves to mess with them. She'll turn humans to both forms of Pokemon, even Pokemon into different kinds, or even human if she's feeling frisky! Why does she do it? Just to mess with them and see their reaction! She gets her jollies by seeing the newly transform struggle in their new forms and their reactions.
To transform people, she casts a Wil-O-Wisp with black stick. The fire, unlike most is blue and will surround the target, the fire engulfing them and extinguishing itself once it's finished transforming her victim. The flames, due to their uniqueness can not be put out except by itself. While it is powerful enough to change a person or Pokemon, it can not go beyond that, though Cindy hopes to learn more spells to mess with more people. Like changing an entire building and the denizens inside, perhaps even merge it all into one being, with all minds still there just to see them all argue with each other trying to control the body.
Cindy is a young Braxien, barely 19. As such she's still naive in a lot of ways. She was expelled from college early on after turning a Professor into a Caterpie. After the incident she was looked down upon by the denizens of her town and ran away. After all of that, she took on the hobby of messing with people and enjoys every minute of it. She has a lot to learn about herself, but perhaps her young age won't let her do the self reflection she needs to fix herself. She'd much rather turn people into Pokemon.
