The wastes are an extremely magic over saturated section of the world, while not as waste like as the name suggests it is actively dangerous for none beings of magic to hang around, that was caused by an effectively magic nuke.
In this region any humans punted out into its radiation either die horribly or turn into spell fluxed that are psudo-immortal beings that need magic to survive. the reasoning does one part boil down to "because magic" though. :P
People who have not yet hit critical mass in the radiation (either flux'd or death) can't be interacted with the nonsense TF vectors, so scary powerful magic users that can resist it can hang out without too many problems for a good while. Or if they have nullification tools they can create a base camp or something as a safe space from the radiation so they do have interaction with the outside world through these things.

after reading the wikipedia on it, a bit.
It is more self inflicted by fighting nations for the leylines a city rested on, just ended with sort of mutual destruction when all of the free magic in the setting exploded and changed rule set. So there is plenty of "old world" artifacts hanging about that are dangerous. Though most of the problems these guys run into are effectively manifestations allowed by the over saturation of magic of concepts and ideas.
